UTC Format for the Forum

It has been suggested that post be made in the UTC format so subscribers will know when the post was actually made. The server is set to UTC time but each subscriber needs to go to the User Control Panel and under the Board preferences tab set the time to UTC. Currently the time reflected is the time set on the subscribers email client.
