New Orleans DX Convention - Karl Leite, PS7KM
#39920, presented a program about the ZY0SK St.
Peter & St. Paul Rocks DXpedition. I got to meet Karl
along with 180 DX'ers who saw his slides and enjoyed
his talk about his DXpedition. Karl had a computer
log of the QSOs from his last trip and he verified my
40 meter CW contact with a QSL card on the spot.
QSL address last issue. Another 10-10 member Nellie
XE2CI #45888, had a good time at the convention.
    Willis Island by WA1S Ann #48144, IV3FSG
Elvira #54292, & VK4FW Bill #34297 and others,
will begin to operate from Willis on Sept. 11 for 12
days. They leave VK by boat on the 9th for a 30 hour
trip to Willis, and they are due to return to Cairns on
the 24th. Bill reports that the call signs to be used
during the forthcoming operation from Willis
Islands are VK9WY (YL operators) and VK9WM
(Oms). After Willis, they will activate a new IOTA

using the call sign VK4YN. In my last article, I said
NJ1V John, was going on this trip but that was a
mistake. Ann sent this: "The latest info can be found
on the Willis WEB page:(http://www.keylink.com.au/
odxg/odxgwillis97.html) . Pray for an opening on 10
meters. I am an avid CW operator and will be the only
YL operating CW. I will also operate a bit of SSB.

British Virgin Island VP2VF Dirk #63440. "What
a memorable contest! First of all, I had to fit in the
contest between the sale of my business and dinner
appointment. To work the USA after 2400 Friday
evening was unexpected. The only loud stations were
of course from S. America and each one liked to set up
conversations. Saturday evening way after sunset in
Europe they were booming in here. Struggling to copy
the USA until Sunday 21:16 when the band really
opened. It was impossible to keep up with the demand
until about 23:00 the electricity plants in the USA all
closed down at once. Well, I made over 100,000
points! Cycle 23 is there, but were is everybody when
there is no contest! 73, Dirk "

Propagation: Solar flux will range from 84-105
during the Fall of 1997. As I write this, the Solar flux
is 96 the A index 4 and K index 1, with the Solar flux
has broken out of the 70-80 bottom of the cycle range,
FINALLY! The transition into Cycle 23 has taken
longer than past history. Expect large swings of flux
as more new spots appear on the sun as cycle 23 gets
started. For stations in the Eastern US, expect a 20%
chance of DX propagation to the East-West path into
Europe or Africa. For stations in the Western US,
expect 5% chance of DX into Europe. All of the US
will get a 30% chance into S.America. Expect
increased Sporadic E Layer conditions during the late
summer to be short skip. F Layer skip will begin to
return as Cycle 23 gets more active in 1998.
Remember to listen for the beacons (28.175-28.300) to
check conditions.
Lee #8888, writes the KH6BZF REPORTS: "A lot
has been written that the bottom of cycle 22 may have
occurred in April-June 1996. The data I have studied
indicates the bottom of cycle 22 and the start of cycle
23 just may have occurred in October 1996. Everyone
has an opinion and this is mine. 10 meters is expected
to continue generally improve as we approach the
Sept. 21st equinox and into December. Watch for E-W
and N-S openings."
Beacons: Martin, G3USF , reports that the latest
NCDXF/IBP HF beacon to become operational is
OA4B. It transmits on 14100, 18110, 21150, 24930
and 28200 kHz all running 100 watts, stepping down
to 100mw. The ZL6B beacon located near Masterton
New Zealand and 5Z4B in Kenya is once more
operational. 4X6TU in Israel remains off the air.
